Some say the state sanctioned abstinence-only education programs are to blame.

The latest data from the Texas Department of Health show more than 50,000 Texas teens, ages 15-19, had babies in 2004. Central Texas accounted for around 10% of those births. Those statistics actually show a decline in teen birth rates since 2000. There is debate whether the modest improvement in teen births is actually any improvement at all since the state sill leads the nation in the number of teen births.
