Hundreds of people showed up Thursday to a hearing on proposed changes to rules dictating what can be built and where in Austin. It's a fight this city has fought before.

A panel of judges with the 14th Court of Appeals upheld a lower court's decision that the city failed to follow state law, including the requirement to notify property owners individually of proposed zoning changes.
