James Brennand has been arrested and charged with two counts of aggravated assault for the Oct. 2 shooting. The charges and arrest came within hours of a protest held in front of SAPD headquarters demanding his arrest.

Some family members of victims of the shooting at Robb Elementary have been protesting and even camping out at district headquarters demanding accountability from law enforcement agencies that responded to the shooting.

The lawsuit alleges negligence and recklessness against several defendants, including the Uvalde school district, the city and law enforcement. It seeks unspecified damages for intentional infliction of emotional distress.

Abbott directed the Department of Public Safety to boost efforts to collect intelligence on cartels and investigate gangs in Texas that support drug and human smuggling.

Voters will be asked whether the Office of Police Oversight should operate independently of the department it oversees. Council members could have just approved the move themselves, but voted instead to put the measure on the May ballot.

The Texas Department of Public Safety had 91 officers responding to the shooting at Robb Elementary School — the second highest number of officers on scene.
