Signing the declarations is preemptive and allows the city and county to put resources into place to respond quickly should a fire start.

The diversion program offers an alternative place to go: a 24/7 psychiatric emergency services center. And a place to stay: a residential facility that provides care and case management.

The county said it is not going to let the attorney general stop it from helping people register to vote. Residents who have received registration forms in the mail can still fill them out.

They don't preside over court cases like a Supreme Court justice or Judge Judy. And the position is arguably not as high profile as a mayor or governor. But they do have a lot of power.

The declaration allows the county judge to coordinate and control traffic and other needs during the eclipse.

The declaration will help the city and county expedite the process for receiving aid.

County commissioners will take up a contract to build the facility next week.
